Key Responsibilities :

  • Establish, maintain, and manage site document control systems in accordance with project requirements.
  • Register, track, distribute, and archive incoming and outgoing project documents (technical drawings, reports, correspondence, transmittals, etc.).
  • Ensure correct document numbering, version control, and revision status are maintained at all times.
  • Coordinate document submission, review, and approval workflows between site, contractors, consultants, and head office.
  • Maintain updated master document registers and ensure only the latest approved documents are used on site.
  • Support site teams by promptly issuing drawings and documents required for construction and inspection activities.
  • Assist in preparing and managing transmittals, letters, meeting minutes, and other project correspondence.
  • Monitor document submission schedules and follow up with relevant parties on delays or missing documents.
  • Support handover documentation compilation, including as-built drawings and final project records.
  • Perform regular document audits to ensure compliance with document control procedures.
  • Maintain confidentiality and security of project documents.

Qualifications :

  • Bachelor’s degree in Business Administration, Engineering, or a related field.
  • Minimum 5 years of experience as a Document Controller on construction, infrastructure, or energy projects (site experience preferred).
  • Familiar with document control systems, drawing control, and project filing structures.
  • Experience working with contractors, consultants, and multicultural project teams.
  • Proficiency in English (written and spoken).
  • Mandarin speaking ability is preferred (spoken and/or written).
  • Proficient in MS Office applications (Word, Excel, Outlook); experience with EDMS/DMS systems is an advantage.
  • Strong attention to detail, good organizational skills, and ability to manage multiple deadlines.
  • Able to work independently under site conditions and meet project timelines.
  • Willingness to be based on site in Timor-Leste for the project duration.
  • Contract duration: 1 year basis.
